Why Toy Compliance Is Different
Toys are among the most tightly regulated consumer products in the world. Age-grading, small-parts rules, phthalate and heavy-metal limits, flammability, electrical safety and warning labelling all apply before a product can legally be sold, and the requirements differ by destination market. A container that fails testing is not a delay — it is a loss, plus a customer who will not order again.
That is why quality control at Winsome Toys is a process with six checkpoints rather than a single inspection at the end.
Our Six-Stage Quality Control Process
- Incoming material inspection — resin, colourants, electronic components, plush fabric, paint and packaging board are checked against specification before they enter production. Non-compliant material is rejected at the gate.
- In-process quality control — operators and line QC monitor dimensions, colour match, assembly tightness, function and finish continuously during the run, so a trend is corrected while the line is still running.
- Final inspection — finished products are checked individually for function, appearance, surface defects, sharp edges and loose parts before they are packed.
- Product testing — samples are submitted to third-party laboratories for the standards applicable to your destination market, with reports issued in your company name where required.
- Packaging inspection — retail packaging is verified for artwork accuracy, correct labelling and warnings, barcodes, age grading, country of origin and carton markings.
- Pre-shipment inspection — an AQL-based inspection is carried out on the finished, packed lot before the container is loaded and sealed. You may appoint SGS, Bureau Veritas, Intertek or your own inspector to attend.
Which Standard Applies to Your Market
- European Union — EN71 (parts 1, 2 and 3), the Toy Safety Directive 2009/48/EC, CE marking, and REACH for chemical compliance. Electric toys must additionally meet EN 62115.
- United States — ASTM F963 and CPSIA, including total lead content, phthalate limits and tracking label requirements. Children’s products also fall under CPC certification rules.
- China domestic — GB6675 and CCC certification where applicable.
- Gulf and Middle East — GSO toy safety requirements and, for some categories, SASO or local conformity schemes.
- Other markets — Australia, Canada, Brazil and Japan each maintain their own schemes. Tell us the destination and we will confirm which testing applies before production starts, not after.
Documents You Should Ask Any Toy Supplier For
Whichever factory you buy from — us or anyone else — these are the documents that confirm a supplier can actually support a retail customer:
- Third-party test reports for the exact product, in the exact colour and material, against the standard of your destination market
- A CPSIA Children’s Product Certificate for US shipments, or a Declaration of Conformity for EU shipments
- Social compliance audit reports where your retail customer requires them, such as BSCI, Sedex/SMETA or ICTI
- A pre-shipment inspection report issued against an agreed AQL level
- Material safety data sheets for paint, ink and plastic raw materials
- Packaging artwork proofs, including the warning text and age grading for your market
If a supplier cannot produce the first two on request, that is worth knowing before you place the order rather than after.
What Happens If Something Goes Wrong
No production process is perfect, which is why the useful question is not “do you have defects?” but “what happens when you do?” Our position is straightforward: defects identified at inspection are reworked or replaced before shipment, not shipped and explained afterwards. If a problem reaches you, send photographs and the carton and batch markings — because production was recorded against a golden sample and a batch number, we can trace it back to the line, the mould and the material lot.
Ready to Move Forward?
Tell us your product, destination market and quantity and we will confirm the testing requirements, the documentation we can issue and a costed quotation. If you would like to see the process in person, we are happy to arrange a live video factory tour or host a third-party audit.
